The No. 42 Stormont has black marbling on a deep red paper.

Stormont typically has a Turkish base (the oldest European marbling pattern, dating back to the early 15th century), which is made by tapping colours from a brush onto the marbling bath, creating a random, spotted pattern. One or more colours are then mixed with a dispersant, and these dispersant-mixed colours will appear to be covered with tiny holes when applied to the bath.
